The Port of Rotterdam Authority is responsible for the construction of Maasvlakte 2. A special project organisation has been set up within the company for the purpose. It brings together all the different activities involved. The Project Organisation operates on the basis of ‘best practices’ in risk and project management and is accredited to work according to the project management method Prince2.

In concrete terms, the Maasvlakte 2 Project Organisation is concerned with:

• Drafting the master plan for the land reclamation. This plan presents a broad idea of how Maasvlakte 2 will look in 2020, 2030 and 2040.  
• The conditions under which the land reclamation can take place (compensation for impact on nature, the environment, safety, spatial planning). 
• The procedural preparations such as permits and EIA (MER) procedures. 
• The tender for the construction of Maasvlakte 2. 
• Marketing Maasvlakte 2, together with the Port Authority. 
• The execution of the construction work. 
• Communication with the surroundings throughout the project.
