Strategic Environmental Assessment for PKB PMR
02-14-2006A Strategic Environmental Assessment (SMB) is being prepared in connection with the government decision on the Rotterdam Mainport Development Project (PMR).
This was announced by the Ministry of Transport, Public Works and Water Management. An SMB is a report that provides an outline of the environmental impact of a project while it is still at the planning stage.
Transport, Public Works and Water Management, together with other ministries involved, is preparing for the recovery of the Key Physical Planning Decision (PKB) of the Rotterdam Mainport Development Project (PMR). Parts of the PKB must be reviewed in connection with shortcomings identified by the Council of State at the beginning of 2005. As a recent European directive on construction projects and major spatial interventions requires that an SMB be drawn up, the Ministry has decided to draft such an environmental report for the recovery of the PKB.
Consultation
The recovered PKB Part 3 relates, for example, to two areas which are protected by virtue of the Birds and Habitats Directive, namely the Voordelta and the Waddenzee. An appropriate evaluation is therefore being conducted for these two areas on the grounds of article 6 of the Habitat Directive. The Committee responsible for the environmental impact report will have the opportunity to issue recommendations on the SMB. This SMB, including the two appropriate evaluations, will be open to inspection. According to expectations, this will be in the third quarter of 2006.
